About COS

Scott L. Ilario is Managing Principal and founder of Compliance Outsourcing Solutions, LLC (“COS”). Scott has over twenty five years of regulatory and compliance experience. Prior to starting COS, Scott was Head of Compliance for Wachovia Corporation’s Global Corporate and  Investment Banking Division.

In that role, Scott had overall compliance responsibility for Wachovia’s equity and fixed income trading, sales and research, investment banking, derivatives, loan origination and trading, foreign exchange and institutional registered investment advisor activities. These business functions were conducted in a host of domestic and international bank, non-bank and broker dealer subsidiaries.

During his 17 years at Wachovia and its predecessors, Scott was responsible for developing de novo compliance programs, managing regulatory relationships and exams, and providing strategic guidance to senior leadership.  This included the establishment of over 200 robust surveillance programs and related policies and procedures.

Scott was a member of Wachovia Corporation’s key risk management committees and was a member of the Board of Directors for Wachovia Capital Markets, LLC.

Prior to joining Wachovia in 1990, Scott spent five years with the NASD as a Senior Compliance Examiner.  Scott maintains the FINRA Series 7, 3, 4, 24, 27, 12, 14, 79, and 99 qualifications.
